Mongolia 

Mongolia is a somewhat poor small country (population-wise) and a rural country they are mainly dependent on livestock as they have been since ancient times and coal mining as in more recent history. Mongolia is not present in global politics and does not regularly purchase weapons as they would never outgun their neighbors Russia and China. Also if Mongolia was invaded by either neighboring superpower the other would likely get involved or a foreign superpower would. (not that any of those countries would want to get involved) But when Mongolia was a part of the Soviet Union it was pressured to buy or be given weapons. Also, Mongolia has a few weapons so no random person could take the country with a group of people, and some ARs or the citizens could just decide to be an anarchist society. The country's main defense is a lack of reward for invasion and serious consequences for invasion. Mongolia is one of the least armed nations militarily in my opinion. Most of Mongolia's weapons are from the 60s and 90s. The majority of Mongolia's weapons wouldn't work immediately from age and disuse but it isn't like the country wouldn't be able to make said weapons work if needed. But this lack of militarization is why I picked it to be the first country for me to post.
